Usage Policy

Beginning on October 1, 2019, the Risk Pool’s Usage Policy specifies the number of TMLIRP provided courses for members based on the size of their workforce.

  • Members with 500 or less employees* – up to 1,000 courses per fiscal year (10/1 - 9/30), at no charge
  • Members with more than 500 employees* – up to 2,500 courses per fiscal year (10/1 - 9/30), at no charge

* Employees refers to the audited workers’ compensation number, minus inside and outside volunteers

Members with Limited Risk Pool Coverage

Individual Risk Pool members that only participate in limited coverages may be limited to online training programs that are directly associated with that coverage. As an example, a member that only participates in the Risk Pool’s property fund may be limited only to course topics associated with maintaining or upkeep of property. On October 1st of each year, the Loss Prevention Department will identify members with limited coverages and review past usage. Individual members will be contacted to discuss limits. Members with limited coverages will have the same limitations on usage as discussed above.

Option for Additional Courses

Members will be able to complete additional courses outside of these limits without any interruption of service, but the member will be billed at the end of the fiscal year for any additional courses that go beyond the usage policy. The Loss Prevention Manager can discuss the rates on the “bill back” with any individual member that has questions. Of the Risk Pool’s 2,800 members, there have only been six instances where an individual member would have been impacted by these limits since October 1, 2015. As mentioned earlier, the purpose of this policy is to assure all members have access to sustainable online training that will supplement their employee training and education program.

Background

The Texas Municipal League Intergovernmental Risk Pool (TMLIRP) provides member entities with access to online training through LocalGovU as a benefit of obtaining coverages through the Risk Pool. The online training initiative was launched in 2010 and has been continuously available since that time.

Online training provides members with convenient access to training that can be individually utilized by employees according to their schedules. In addition, the diversified offering of courses allows employees to receive training on an array of courses that are designed and created by professionals in that area of instruction. Quizzes help assess the students’ learning and the learning management system maintains documentation of training.

It’s important to keep in mind that online training is not a replacement for classroom or group training where interaction, team bonding, or in-depth discussions are necessary to assure a comprehensive understanding of policies, procedures or technical subject matter, as well as reinforcement of organizational values and culture. Online learning offers training that is convenient, helps with compliance, provides fundamentals, and generally increases awareness of exposures in the operations.

The number of courses completed by TMLIRP members has increased steadily since 2010 with more than 30,000 during the 2017-2018 fiscal year. Some individual members have utilized substantially more courses than other participants in the Risk Pool’s online training program. After reviewing past use histories and to assure all members have access to online training that is sustainable and the Pool can maintain its stewardship of the partnership of all members, the Risk Pool is establishing a Usage Policy that helps assure all members have access to online training that supplements their employee training and education program.
